than the nra proposal to put armed guards in every school? >> well in the first place, 1/3 of america's public schools does have armed guards. secondly, there were armed guards at columbine, they couldn't stop the shooters. so, the question comes, what do we do about the growing sophistication of military weapons on the streets of our cities? they aren't good hunting weapons, no hunter worth their salt would use an assault weapon to hunt, and, what we'd do is take the earlier bill and strengthen it in many ways, prevent the gun manufacturers, from getting around it as they did. go to a one physical characteristic test and take specific models and ban mayor manufacture, sale and transfer and take the weapons that are grandfathered, that are in possession now, and put them under the federal firearms act. so that they would be licensed, there would be background checks down. america has to bite the bullet of what these incidents mean to our people, to our nation, and our nation's standing in the world. when you have someone walking in and flaying in the most brutal way, 6-year-olds, some

militias. the n.r.a., and other groups further to the right have independerred fear in the average gun owner. in large parts of america, the gun is a way of life. the left wants to take the hunting rifle your uncle tommy gave you and you were 14. once we establish there is a constitutional right to bear arms, we should have the right to admit that no amendment is absolute. after all, the first amendment has limitations. you can't falsely scream "fire" in a crowded theater. we have limits on libel and pornography. well the kinds of things like the brady law, assault weapons ban, limitations to clips, making sure mentally unstable people don't get guns, do not interfere with the fundamental right, but at the same time make us safer. every amendment should have some balance and some limitation. and if together we can come to the middle on that, maybe we can make some real progress instead of each side being off in their corner, one side saying ban guns, get rid of guns, and the other side saying don't you touch anything about guns. >> schieffer: what should the president do? >> well, the

and six adults dead. it has been ignite and we heard the nra call for armed guards in schools. we have seen a new york newspaper publish a map with the names of registered hand gun owners. that got the nra fired up. they spoke with carol costello and he said it's unfair and unsafe to name gun owners. >> these are all upstanding citizen who passed tests and have their own firearms and by listening, they do two things. most guns are either bought on the black market or stolen. if you are a criminal looking for a gun, you just have been given a map to where you find some. the paper said you would like the makes of guns that people own. have you in essence a catalog. it also tells you who isn't armed and therefore if you are not seeking a gun, but seeking television sets and the like through burglary, you know where to go. i think it was completely irresponsible and while it is probably not legally actionable, the fact is that this newspaper did this knowingly for the purpose of trying to demonize gun owners because they don't happen to believe in firearms. that's their right, but mistreat

about the nra? >> well, the nra is an organization that has members who are mothers and fathers. i would expect that they've been impacted by this as well, and hopefully they'll do some self-reflection. here's what we know. that any single gun law can't solve all these problems. we're going to have to look at mental health issues and look at schools. there's a whole range of things that joe's group looks at. we know that issues of gun safety will be an element of it. you know, what we've seen over the last 20 years, 15 years is this sense that anything related to guns is somehow an encroachment on the second amendment. what we're looking for is here a thoughtful approach that says, we can preserve our second amendment. we can make sure that responsible gun owners are able to carry out their activities, but that we're going to actually be serious about the safety side of this. that we're going to be serious about making sure that something like newtown or aurora doesn't happen again. there is a big chunk of space between what, you know, the second amendment means and having no rules at al

to watch the nra commercial last week, the notion that more guns in the hands of good people will prevent gun crimes just isn't borne out by the facts. >> $100 gift cards are being offered for handguns, rifles and shotguns. up to $200 in gift cards for assault weapons. paul vercammen is live in los angeles. our latest poll shows that 37% of americans want major restrictions on guns. does this mean today's buyback may see more than the usual response after the recent school shooting? >> reporter: we'll have to see about that. certainly the city of los angeles is hoping so. but i can tell you this. this seventh is still 45 minutes away from starting and there are well over a dozen cars in this buyback line. they will receive $100 for a pistol or rifle. and $200 for an assault weapon. over about the last four years, these gun buyback programs have had people turn in more than 8,000 guns. it's all about the anonymity. the drivers come in. they want the guns in the trunk, they want the guns unloaded. but just in case they are loaded, they will dump the guns and the bullets into the trash cans
